Many Wellen Park homes have a Venice 34293 mailing address, but the property tax bill each November comes from somewhere else. According to the district that serves it, Wellen Park sits in the City of North Port and unincorporated Sarasota County. Most homes there also pay a line from the West Villages Improvement District, a public special district with its own bonds, its own board and no opt-out. For a buyer comparing a Wellen Park home against a home on Venice Island, the city tax rate is the smallest difference between them. The district line is the largest one, and it changes from street to street.
A lot of buyers are making this comparison right now. In its July 30, 2026 ranking, RCLCO placed Wellen Park third among U.S. master-planned communities, with 727 new-home contracts through midyear 2026. That was 37% above its mid-2025 pace.
The city line is closer than the address suggests
North Port annexed roughly 8,000 acres for what it calls the West Villages. Over time that land was called Berry Ranch, Taylor Ranch and Thomas Ranch before the name Wellen Park. Homes inside those city limits pay North Port's municipal millage, not Venice's. Both cities set their FY2026-27 rates in September 2026:
| City | FY2026-27 rate | Adopted |
|---|---|---|
| North Port | 3.7667 mills, general operating and capital | Sept. 24, 2026 |
| Venice | 3.8450 mills operating plus 0.3451 mills voted debt service | Sept. 22, 2026 |
Each city adopted a rate below its rolled-back rate. North Port's rolled-back rate was 3.8284 mills, according to the city's adoption ordinance. Venice's was 3.9261, according to its ordinance.
Here is what that looks like in dollars. On a hypothetical $400,000 of taxable value, North Port's rate works out to about $1,507 a year. Venice's two lines combined come to about $1,676. That is a gap of under $170, and it is the part of the bill that tracks the city name. Parts of Wellen Park outside North Port's limits fall under unincorporated county rates, which this comparison does not cover.
North Port's flat charges come next
City millage scales with value. North Port also bills several flat assessments, and those don't. A September 2026 report on the commission vote said commissioners kept the residential fire protection assessment at $300 for FY2027.
The Road and Drainage District serves the whole city. In June 2026 the city adopted a 15% not-to-exceed cap on its FY2026-27 assessments and left final rates to the September budget process. The rate schedule the city has posted is still labeled FY2025-26. It lists components such as $18.83 per Road ERU for base road service and $73.42 for enhanced road service.
Solid waste brings in the first geographic wrinkle. North Port's August 2026 notice gave developed residential properties a noticed annual amount of $332.75. It also proposed a one-time transfer-station charge of $128.01, but it excluded properties north of the Myakka River from that charge and said a future station would serve the Wellen Park area. So one Wellen Park bill can differ from another North Port bill depending on which side of the river the home sits. Final adopted solid-waste amounts were not posted in the material reviewed.
The district line is where two homes really differ
The West Villages Improvement District was created by the Florida Legislature on June 17, 2004. Its FAQ says it now covers more than 12,000 acres. It plans, finances, builds and maintains public infrastructure such as roads, landscaping, parks and water management. Police, fire and emergency services stay with North Port and Sarasota County.
According to the district, four things shape its assessment:
- It varies by neighborhood and is tied to the benefit a property receives, not the home's value.
- It shows up on the November property tax bill and is collected by the Sarasota County Tax Collector.
- Bond debt is spread over terms of up to 30 years. An operations and maintenance assessment continues after the bonds are paid off.
- Owners cannot opt out.
The newest villages show how much this line can carry. A preliminary offering statement for WVID Unit 10 bonds, dated October 8, 2026, sets a maximum annual debt-service assessment of $4,212.77 per unit for the 90-foot lot type in one assessment area. That is one lot type in one new area, not a typical figure for the district. Still, it is more than twenty times the city millage gap in the hypothetical above. Two homes that look alike on a resale sheet can carry very different district lines, depending on which bond issue built their streets and how far into its term that issue is.
Not every project adds to the bill. The district says the master developer, Wellen Park LLLP, is paying 100% of the cost of Downtown Wellen. Once construction is done, WVID takes over maintenance of its roads, pathways and the Grand Lake. For the U.S. 41 improvements between Preto Boulevard and West Villages Parkway, the district says no assessment increases or new bonds are planned. District membership also has edges. The FAQ names Sarasota National, Grand Palm and Boca Royale as outside WVID, but it lists "Boca Royale at Wellen Park" among the included neighborhoods. The only way to settle it for a given home is that parcel's own tax bill.
Who sets that line, and how long that lasts
The board that adopts the assessment is mostly elected by landowners, not residents. WVID has five supervisors. Four are currently chosen in a landowner election and one is chosen by residents in a general election. In June 2025, HB 4061 changed the formula for handing seats over to residents. A second resident-elected seat arrives at 17,598 qualified electors, a third at 26,397, a fourth at 35,196, and all five at 39,595. The district counted about 8,600 registered electors in April 2024. As of January 2025, roughly 7,400 of the 31,320 planned residential units had certificates of occupancy. The district says the second seat could transition "within the next few years," depending on growth.
Before the bill passed, YourSun reported that some residents objected to the draft's thresholds, which were higher than the version that became law. Their concern was that those thresholds would keep landowner control in place. The board meets monthly at 1 p.m. in the North Port City Commission Chambers at 4970 City Hall Blvd. Those meetings fall under Florida's Sunshine Law.
The city boundary itself is still before a court
The North Port part of the bill is settled for now, though not permanently. A resident group, the West Villagers for Responsible Government, formed in 2019 while opposing North Port property taxes. It sued the city in 2020. According to YourSun's 2021 coverage, the dispute began with opposition to a proposed property-tax increase of nearly 30% in 2019. The group's petition asked to return the area to unincorporated Sarasota County, not to form a new city. On April 29, 2021, after nearly six hours of testimony, the commission rejected the petition 5-0. Town Chronicle reported in 2024 that the city's $74,000 feasibility study concluded North Port could lose $16.3 million over six years if it gave up all its land west of the Myakka River.
The Sarasota Herald-Tribune reported that a November 19, 2025 ruling by the Second District Court of Appeal essentially ended the five-year legal effort. The group did not stop there. After rehearing was denied in late March 2026, its attorney told YourSun that it would take the case to the Florida Supreme Court. He said:
"We're trying to get the Florida Supreme Court to proclaim the obvious."
In the same report, the city said the dispute had cost taxpayers $230,000, plus $74,000 for a boundaries feasibility study. The group filed its notice on April 24, 2026. The Florida Supreme Court docket lists the case, SC2026-0632, as open. Its latest entry is dated July 8, 2026, and no ruling on jurisdiction has been posted. Even if the boundary changed, the WVID line would stay, because the district already covers parts of unincorporated Sarasota County.
Reading one bill against another
The figures above point to a short sequence for comparing any Wellen Park home with a home in the City of Venice:
- Get the seller's most recent Sarasota County tax bill and check which city millage appears, if any.
- Find the WVID line, then ask which bond issue it belongs to and what term remains on it.
- Add North Port's flat assessments, and note which side of the Myakka River the home is on.
- For new construction, ask for the assessment schedule from the offering statement for that village, not a community average.
The neighborhood itself is still being built out. In May 2026, Town Chronicle reported that Downtown Wellen Phase II, a 44,000-square-foot expansion, was still under construction. Planned tenants included Easy Does It Comfort Kitchen, Agave Bandido, Grain & Berry and Club Pilates. The 149-room Wellmar hotel was expected in early 2028. All of that sits on roads WVID will maintain, which shows up on the same November bill.
FAQ
Is Wellen Park part of the City of Venice?
None of the sources reviewed here place Wellen Park in the City of Venice. The district describes the community as being in the City of North Port and unincorporated Sarasota County.
Is the WVID assessment the same as an HOA fee?
No. WVID is a public entity subject to open-government and ethics laws, and its assessment is collected through the county tax bill. Neighborhood associations are separate.
Does paying off the bonds end the WVID line?
According to the district, it does not. An operations and maintenance assessment continues after the bonds are retired.
